§ 74-214. Billing procedure.

  • (a)

    Billing. The billing procedure for water utility bills shall comply with Wis. Admin. Code § PSC 185.33, as amended from time to time. Bills for water service shall be rendered quarterly and become due and payable upon issuance following the period for which service is rendered. The property owner is responsible for all water bills on the property. All water bills and notices relative to water service shall be addressed to the owner and mailed to the address of the premises referred to on such bill or notice.

    (b)

    Failure to receive bill no excuse. Reasonable care shall be exercised in proper delivery of water bills. Failure to receive a water bill shall not relieve any owner of responsibility for a payment of a water bill within the prescribed period, nor exempt any person from any penalty imposed for delinquency in the payment thereof.

    (c)

    Late charges. A late payment charge of three percent but not less than $0.50 will be added to bills not paid within 20 days of issuance. A one-time three percent late payment charge will be applied only to any unpaid balance for the current billing period's usage. A late payment charge is applicable to all customers. The utility customer may be given a written notice that the bill is overdue no sooner than 20 days after the bill is issued. Unless payment or satisfactory arrangement for payment is made within ten days following issuance of written notice that the bill is overdue, service may be disconnected pursuant to Wis. Adm. Code, ch. PSC 185.

    (d)

    Mobile home park licenses. No mobile home park license shall be granted or renewed for any park upon which accounts for water service has been disconnected pursuant to subsection (c) and Wis. Admin Code Ch. PSC 185. Water service disconnection shall be cause for revocation of the mobile home park license.
